By the straight 'letter of the law' you only have to resubmit if it's a new character; if this kit is still the same persona as the old one, then technically you don't have to submit a new application, even with a complete overhaul. You just have to make sure, and your ruus'alor has to confirm, that the new gear adheres to the CRLs. It's only if the ruus'alor feels that it does not fit them, and then the PO agrees with that assessment, that you'd have to go through the app process all over again.

His first kit was submitted under "Tracyuur" and this one is "Hokaanir." I don't remember the exact chain of events, whether he changed character names before changing kits I don't remember. But I asked Falin and he advised a reapp.

Yeah, it is a new character name so the resub is for the best. If it were a new name with the same kit, that's not such a big deal but, new character name with new costume yes.

quick question this thread inspired my own interest in a legacy kit, and i love the demagol style bucket from forge prop, does that helm pass the crls for legacy?

As of this moment there are no current CRL's for Legacy it is classed as modern era. Hope that helps.

Indeed. My kit is currently grandfathered in, I believe. Not entirely certain, but it conforms to several Modern Era guidelines. . .

This. It's explained somewhat in the reference thread I believe. there are several reason. Assuming we got some more LFL references for Legacy in the future it could get it's own CRL but as it stands now, it does not.
