CRL Confusion...

At least TWO armor components below the waist (codpiece, a set of thigh, a set of knee, a set of shin, and/or a set of foot armor). Pairs of armor like thighs, knees, shins, and boot are considered ONE piece as a set.
Knee armor is required. Knee coverage may be hard or soft, but must be "in universe" and high-quality.  Extended shins that cover knees also count as knee armor.

So.....

Knee armour is compulsory?
Would TK lower leg armour be a good substitute?

Yes, you must have armor coverage over your knees in some form. If you're using TK leg armor as a shin/knee combo, you must have the sniper diamond on both like Dengar does.

2 pieces below the waist is minimum. A cod or loin covering is required and knee coverage is required. So, your two minimum pieces are set forth by the CRL's. Anything beyond that is gravy.

Refering tot he TK shins... TK shins do not come "diamond attached". In fact, they come with 1 diamond to go on the kneeling knee and one to be kneeless. So, if you were to use straight up TK shins you would either have to get or make 2 diamonds or do something custom for the coverage  8)
