I think what you might be looking for could be a neck seal or bacalava.

There's a great tutorial on the Dented helmet on making neck seals. (Same as what was linked from the Soft Parts info thread, but the link there is dead)
http://www.thedentedhelmet.com/forums/showthread.php/23563-NECKSEAL-101-**PIC-INTENSIVE**

Only thing I have to say is a balaclava has the additional benefit of covering the chin/jawline, not just the neck. Somewhere along the line I plan on getting a neckseal to supplement my balaclava.

you can find balaclava in different types of stretch materials and colors (you just have to search for them)  too, whether you want a light weight one or one for those cold invasions. or you can try to make one yourself, this is a little tricky but I've done it before out of a t-shirt.

Another sneaky, cheap, or free way to make a balaclava is to take a long sleeve shirt of some sort and remove a sleeve.  Chop the sleeve  so that it goes from your nose down to a pool around your neck, then put everything on top of it.  It looks great with a helmet on and keeps the face warm in cold weather.  A lot of football players up here in Wisconsin do this to keep warm using old underarmor, which can also be used to keep the face cool if you use summer gear.

Word of advice if you want to use a balaclava, try a police supply site like, www.galls.com or www.policesupplyhq.com. Thats what I'm using, also using a nylon duty belt. You can get both of them at either site.
